Motivasi Tenaga Kesehatan di Kota Bogor dalam Kenaikan Jabatan Berdasarkan Model Herzberg

Abstract


Achieving the successful implementation of development in the health sector in Indonesia requires the availability and readiness of professional health workers. To fulfill this, the government took steps with a competency-based health functional position development program. The Bogor City Health Office has implemented the program, but in its implementation, the participation of health workers is still very low. The purpose of this research was to find out the factors related to the motivation of health workers in applying for functional positions in the work area of the Bogor City Health Service, based on the Herzberg Model. This research was a survey research with a cross-sectional design. Data on all variables were collected by filling out a questionnaire, then analyzed using the Chi-square test. The results of the analysis showed that the p-value for each of the factors studied was correlated with the motivation to apply for a functional position: company policy = 0.000, quality of supervision = 0.000, incentives/salary = 0.005, responsibility = 0.000, work = 0.000), progress = 0.000, interpersonal relations = 0.302, and recognition = 0.432. From the results of the analysis it was concluded that the motivation of health workers to apply for functional positions is related to company policy, quality of supervision, incentives/salary, responsibility, work and progress.

ABSTRAK

 

Pencapaian keberhasilan pelaksanaan pembangunan pada sektor kesehatan di Indonesia membutuhkan ketersediaan dan kesiapan tenaga kesehatan yang professional. Untuk memenuhi hal tersebut, pemerintah mengambil langkah dengan program pengembangan jabatan fungsional kesehatan berbasis kompotensi. Dinas Kesehatan Kota Bogor telah menerapkan program tersebut, namun dalam pelaksanaannya, partisipasi tenaga kesehatan masih sangat rendah. Tujuan penelitian ini dilakukan untuk mengetahui faktor yang berhubungan dengan motivasi tenaga kesehatan dalam pengajuan jabatan fungsional di wilayah kerja Dinas Kesehatan Kota Bogor, berdasarkan Model Herzberg. Penelitian ini merupakan penelitian survei dengan desain cross-sectional. Data tentang semua variabel dikumpulkan melalui pengisian kuesioner, lalu dianalisis menggunakan uji Chi-square. Hasil analisis menunjukkan nilai p untuk masing-masing faktor yang diteliti korelasinya dengan motivasi pengajuan jabatan fungsional adalah: kebijakan perusahaan =0,000, kualitas supervisi = 0,000, insentif/gaji = 0,005, tanggung jawab = 0,000, pekerjaan = 0,000), kemajuan = 0,000, hubungan interpersonal = 0,302, dan pengakuan = 0,432. Dari hasil analisis disimpulkan bahwa motivasi tenaga kesehatan untuk mengajukan jabatan fungsional berhubungan dengan kebijakan perusahaan, kualitas supervisi, insentif/gaji, tanggung jawab, pekerjaan dan kemajuan.
