Effective Strategic Management Implementation Enhances Service Quality and Organizational Performance in Hospitals

Abstract


Hospitals operate in an increasingly competitive and complex environment that demands continuous improvement in service quality, patient safety, operational efficiency, and organizational performance. Strategic management; encompassing strategy formulation, implementation, and evaluation is essential for hospital sustainability. However, the implementation phase remains the most challenging, as many well‑designed strategies fail to translate into measurable improvements in performance. This literature review aims to synthesize scientific evidence on how hospital strategic management implementation contributes to improved service quality and organizational performance. A systematic literature review was conducted following PRISMA guidelines. Searches were performed in PubMed, ScienceDirect, Google Scholar, and Garuda databases for articles published between 2020 and 2026. Eight articles met the inclusion criteria and were analyzed narratively. Successful implementation of hospital strategic management was consistently associated with several key determinants: comprehensive strategic planning supported by environmental analysis (SWOT and PESTEL), robust performance measurement systems such as the Balanced Scorecard and key performance indicators, strong strategic leadership and supportive organizational culture, adequate organizational structure and resource allocation, and the integration of hospital management information systems. Collectively, these factors contributed to improvements in service quality, patient safety, operational efficiency, cost control, and overall organizational performance. Hospital strategic management implementation is a multidimensional process shaped by the alignment of leadership, strategic planning, performance measurement, organizational systems, and information technology. In conclusion, strengthening strategic leadership, developing structured strategic plans with measurable indicators, and ensuring supportive organizational systems are essential for enhancing service quality and organizational performance.
